<p>Here are a few things it’s based on:<br />
Fannie Mae or Freddie Mac must be holding you loan.<br />
You must have closed your loan on or before May 31, 2009.<br />
Your current loan for less than $417,000<br />
Your loan is for greater than 80% of your home value.<br />
When you plan to refinance with HARP, ALL of the following statements must be true?<br />
Your current home loan payments.<br />
You have not made a late payment within the past 6 months.<br />
You have not made more than one late payment in the last 12 months.</p>
<p><strong>How will the HARP program change?</strong><br />
Some of the major changes to the HARP program include:<br />
No underwater limits. Borrowers will now be able to refinance regardless of how far their homes have fallen in value.<br />
Most homeowners will not have to get an appraisal or have their loan underwritten, making their refinance process smoother and faster.<br />
Certain risk-based fees for borrowers who refi into shorter-term loans will either be eliminated or modified.</p>
<p><strong>What is the Home Affordable Refinance Program (HARP)?</strong><br />
Announced in March 2009, HARP is a federal government program designed to help 5 million underwater or near-underwater homeowners refinance into a fixed loan with a lower monthly payment. However, as of Aug. 31, only 894,000 borrowers have refinanced through HARP. On Oct. 24, 2011, President Obama announced an overhaul to the HARP program with the intent of reaching more underwater homeowners. The expanded HARP program &#8211; also referred to as HARP 2.0 &#8211; will take effect on December 1, 2011 for borrowers with a loan-to-value ratio of less than 125 percent and in the first quarter of 2012 for borrowers with a loan-to-value ratio of greater than 125 percent.</p>

Announced in March 2009, HARP is a federal government program designed to help 5 million underwater or near-underwater homeowners refinance into a fixed loan with a lower monthly payment. However, as of Aug. 31, only 894,000 borrowers have refinanced through HARP. On Oct. 24, 2011, President Obama announced an overhaul to the HARP program with the intent of reaching more underwater homeowners. The expanded HARP program &#8211; also referred to as HARP 2.0 &#8211; will take effect on December 1, 2011 for borrowers with a loan-to-value ratio of less than 125 percent and in the first quarter of 2012 for borrowers with a loan-to-value ratio of greater than 125 percent.</p>

This means many people who previously could not refinance their mortgage will now have that opportunity.</p>
<p>It is no secret that interest rates are at historic lows and many people have already refinanced into fixed-rate mortgages in the 3%’s and 4%’s. This program is designed to help those with Fannie Mae or Freddie Mac loans originated before 05/31/2009 (if you have a Conventional Mortgage it is likely to be owned by Fannie or Freddie).  More details about the expanded HARP program will be released by the Federal Government soon.  Those of us in the mortgage industry are hopeful that this will help millions of American homeowners, many right here in Wisconsin.  I will keep you posted as details unfold.  In the meantime please don&#8217;t hesitate to call or email me if I can be of help to you.</p>

The preapproval letter is drafted by a loan originator to be used by a buyer’s real estate agent when presenting an offer on a property. The pre-approval letter is intended to assure the seller and the listing agent that the buyer has been approved by the lender and there should ideally not be any financing issues with the buyer.<br />
<strong>What are closing costs?</strong><br />
Mortgages come with a list of fees because a mortgage is a legal document. The fees can be put into your mortgage sometimes. Ask for a list of estimated closing costs before applying for the loan.<br />
<strong>What documents do I have to provide?</strong><br />
You will need to provide tax returns, bank statements, pay stubs, and investment statements. Different lenders may require more or less of these documents.<br />

			<content:encoded><![CDATA[<p>Like many people who own your own home – be it a condo or house, your primary long-term goal is to pay off your mortgage.  And for most homeowners, it’s being able to this sooner than later.  The good news is that you can shave several years off your mortgage just by putting a little bit extra towards the principal.</p>
<p>The question is how much do you have to pay towards your principle in order to pay off your mortgage faster?</p>
<p><strong>1.)</strong> If you just put as little as $10 a month towards the principal you will be able to<br />
shave 19 months from your 30 year fixed rate mortgage.  And realistically you<br />
should be able pay a little bit more than $10 a month which will allow you to shave<br />
off years rather than months.</p>
<p><strong>2.) </strong>Another way is to set up a bimonthly payment plan with your mortgage lender<strong>. </strong>The great thing about this plan is that instead of making just one $2000 monthly payment, you would send them two $1000 payments a month.  So since there are 26 biweekly periods per year, you are actually making 13 monthly payments each year.<strong> One thing to note: </strong>you should discuss this plan with your lender because some banks do charge an additional fee to set this up for you.</p>
<p><strong>3.)</strong> Another option is by setting up a bonus payment plan<strong>,</strong> where you make two<br />
bonus payments of principal and interest per year.  By setting your payment plan this<br />
way you could <em>shave about nine years off your 30 year mortgage</em>. The most important thing for you to do is to figure out your strategy, stick with it and you could be mortgage free sooner than you think.</p>

<p><img class="alignleft" src="http://phillyrealestate.files.wordpress.com/2009/11/philly-mortgage-rates-all-time-low.jpg" alt="Mortgage at All Time Low" width="217" height="197" />Mortgage rates touched all-time lows on <a href="http://www.mortgagenewsdaily.com/consumer_rates/174269.aspx" target="_blank"><strong>Tuesday and Wednesday</strong></a> this week. Although these quotes were not widespread, lenders were seen offering mortgage rates below 4.25% for a brief time.  We heard reports of quotes going as low as 3.875%.</p>
<p>As the week progressed and more borrowers locked in their mortgage rates, MBS prices fell from the range highs and lenders were forced to reprice for the worse. This pushed consumer borrowing costs higher, starting on Wednesday afternoon.  While we did see a modest bounce on Thursday, which extended over into Friday, mortgage rates ended the week just above the record lows we witnessed on Tuesday and Wednesday morning.</p>
<p>This puts the best par 30 year fixed mortgage rates back in a range between 4.25% and 4.500% for well-qualified consumers. There are still a few lenders willing to go down to 4.125% but this quote will cost consumers more at the closing table.The best par 15 year mortgage rates are in a range between 3.625% and 3.875%. Loan originators will only be able to offer these rates to borrowers who have perfect credit profiles and enough equity in their home to qualify for a refinance. If the terms of your loan trigger any risk-based loan level pricing adjustments (LLPAs), your rate quote will be higher. If you do not fall into the &#8220;perfect borrower&#8221; category, make sure you ask your loan originator for an explanation of the characteristics that make your loan a riskier investment.</p>
<p>While we do not yet see a reason to believe mortgage rates will dip below the record lows offered by lenders this week, we do expect the uncertain economic environment and the potential for Federal Reserve quantitative easing to keep mortgage rates in a very aggressive range for an extended period.</p>
<p>If you are a consumer looking to refinance your loan, we recommened you submit a loan application as soon as possible. This will ensure you are capable of locking in your borrowing costs if mortgage rates touch record lows again. Remember these below market quotes have only been offered for a short period of time,  so you must be ready to lock when lenders push rates to record lows.</p>
<p>The &#8220;best executed&#8221; lock/float strategy comes down to finding an originator who knows the loan market, studies underwriting guidelines, and just plain old gets the J.O.B done.  You have to let the loan officer earn their commission. That&#8217;s how you &#8220;ride the float boat&#8221; in this environment&#8230;make sure you have a damn good skipper. Plain and Simple.</p>

<p>Realtors in Wisconsin worry that a planned increase in the cost of federal mortgage insurance could stifle the already struggling home market in the state. The insurance is typically used by low-income buyers, who could be forced out of the home market by the cost increase, they say.</p>
<p>This summer, Congress gave the Federal Housing Administration, which provides the insurance, authority to increase its premiums by up to three fold. The agency planned to double the premiums this month but instead postponed the increase until October. The average increase in monthly premiums will be $40, according to FHA.</p>
<p>Lenders typically require borrowers making less than a 20 percent down payment on a home to take out mortgage insurance, which offers partial protection to lenders if the borrower defaults. The insurance lowers closing costs and credit requirements for the borrower, lessening barriers for low-income buyers, but then the borrower is on the hook for monthly payments, according to the U.S. Department of Housing and Urban Development.</p>
<p>The Wisconsin Realtors Association tells the <em>Superior Telegram </em>that about a third of mortgage holders in the state will get hit with the coming premium increase. The only good news is that fewer borrowers in Wisconsin rely on the insurance than in other states because lenders here are more conservative, according to Bill Malkasian, secretary treasurer of the realtors group.</p>
<p>To cushion the blow, FHA is lowering the up-front payment it requires to sign onto its mortgage insurance program. Still, Malkasian worries “the increase will probably affect the size of home prospective buyers can afford,” the story says.</p>
<p>FHA is increasing the monthly rate because it’s operating on capital reserves at “razor-thin levels,” according to Dow Jones Newswires. Amidst the recession, there has been a rush to utilize FHA mortgage insurance – and some foreclosures have resulted, forcing the agency to pay out big time.</p>
<p>Federal officials say the rate increase has been delayed because they need more time to re-program their computer systems to account for it.</p>
<p>Once implemented, the rate hike could force many borrowers into the private market for mortgage insurance, according to <em>The Wall Street Journal</em>, meaning, remarkably, that a government program meant to help poor people would be higher-priced than the same service in the private sector.</p>

<h3><strong><a name="1"></a>What to Bring to Your First Appointment</strong></h3>
<p>Once you’re really serious about buying your new home, you’ll probably want to make an appointment with one of our mortgage specialists to be “pre-approved.” <a href="http://www.providencehomelending.com/?p=11">Pre-Approval</a> makes you a power shopper. It’s a firm dollar amount for which you qualify, made after your income, assets, and credit have been favorably reviewed by the lender.</p>
<p>When you come to your appointment for pre-approval, here is what you should bring:</p>
<ul class="ul">
<li class="li">Proof of income, which can be consecutive copies of your most recent pay stubs for the past month, or a copy of a signed offer that states your new salary.</li>
<li class="li">Your Form W-2 for the last two years. Alternatively, if you’re self-employed or receive commission income, you’ll need two consecutive year’s tax returns.</li>
<li class="li">Your last two consecutive monthly bank statements, listing all your assets in checking, savings, mutual funds, brokerage, and retirement accounts.</li>
<li class="li">Miscellaneous information, depending on your personal situation, such as copies of resident alien cards, visas, divorce decrees, etc.</li>
</ul>
<p>There might be other documentation needed if you are self-employed or only earn commissioned income. One of our mortgage specialists can tell you more about this.</p>
<h3><strong><a name="2"></a>What to Bring to Your Closing Day</strong></h3>
<p>There are some essential things that you’ll need to bring to your closing day. But don’t worry! When the big day draws near, we’ll provide you a checklist so that you won’t forget anything. Not only that, we’ll be making sure that you collect what you need as we guide you through the exciting home-buying process. In the meantime, here is some of what’s required:</p>
<ul class="ul">
<li class="li">A certified check or cashier’s check that includes your down payment plus all anticipated closing costs, less the earnest money you likely put down when you made your offer to purchase. Your lender will tell you the exact amount this check should be, and it will also be clearly spelled out on the settlement sheet.</li>
<li class="li">Documentation proving that you have adequate homeowner’s insurance for the property you’re buying. This will usually be a paid receipt, and a declarations page that shows your policy number, the dollar amount of coverage, the address of your new home, who is the actual owner, and the yearly cost of the insurance (insurance companies routinely fax a copy of these two documents to you loan officer or settlement attorney, but you’ll want to make sure they got there).</li>
<li class="li">Proof of title insurance, which protects the lender against any unknown claims against the property you’re purchasing (again, this might be faxed to your closing agent in advance. But you want to make sure).</li>
<li class="li">Your personal checkbook, so that any minor bills and balances due between parties can easily be paid at the closing, thus avoiding any unnecessary delays.</li>
<li class="li">Your driver’s license or some other government-issued photo ID, because your attorney or closing agent is required to make a copy.</li>
</ul>
<p>If your particular situation requires anything else, we’ll be sure to let you know well in advance!</p>
<h3><strong><a name="3"></a>Moving Checklist</strong></h3>
<h3><strong>Two months before you move…</strong></h3>
<ul class="ul">
<li class="li">Get cost estimates from at least two moving or truck rental companies.</li>
<li class="li">If there are things you want done to your new home before or soon after you move into it, now is the time to contact painters, carpenters, plumbers, electricians, etc.</li>
<li class="li">Find out what schools your children will attend, and then arrange to transfer school records. Talk to teachers and counselors at the new school, especially if your children have any special needs.</li>
<li class="li">Ask your health plan provider to refer local physicians and clinics. Make arrangements and sign forms to have current medical providers forward your family medical records.</li>
</ul>
<h3><strong>One month before you move…</strong></h3>
<ul class="ul">
<li class="li">Complete change-of-address cards at your local post office.</li>
<li class="li">Schedule disconnection of electric, cable, telephone, etc. at your old home for the day after you leave, and connection at your new one for the day before you arrive. If you have deposits with these utilities, request your refunds now.</li>
<li class="li">If you’re moving yourself, reserve a rental truck and start collecting packing materials. If you’re hiring a mover, book it now.</li>
<li class="li">Start packing things now that you won’t be using again in your old home. Start thinking about how you’ll transport pets or plants, and make any special arrangements for them that might be necessary.</li>
<li class="li">Check with your insurance company to make sure your possessions are covered during transit.</li>
<li class="li">Dispose of things that cannot be moved, such as flammable liquids.</li>
<li class="li">Make child care arrangements for moving day.</li>
</ul>
<h3><strong>Two weeks before you move…</strong></h3>
<ul class="ul">
<li class="li">Cancel newspaper deliveries.</li>
<li class="li">Transfer your medical prescriptions.</li>
<li class="li">Put together a file folder of information for the new owner of your old home, especially “quirks.”</li>
<li class="li">Send change-of-address cards or emails to friends, relatives, business acquaintances, and everyone else who might need to contact you.</li>
<li class="li">Pick up laundry and dry cleaning. Pack a suitcase of clothing to wear during the first couple of days before you’re totally unpacked and reasonably organized.</li>
<li class="li">Pack “first access” boxes of items that you’ll need as soon as you get to your new home, such as checkbooks, credit cards, Rolodex, toiletries, tools, dinnerware, utensils, pots &amp; pans, alarm clock, first aid items, etc. Mark these “Load Last” so that they will be first off the truck. Or carry them in the car with you.</li>
</ul>
<h3><strong>One day before you move…</strong></h3>
<ul class="ul">
<li class="li">Transfer your bank accounts. Close &amp; empty your safe deposit box.</li>
<li class="li">Disconnect and prepare major appliances for the move. Or if you’re leaving them for the new owner, turn off the refrigerator and freezer and prop open their doors.</li>
<li class="li">Dismantle beds and other large furniture.</li>
</ul>
<h3><strong>On moving day…</strong></h3>
<ul class="ul">
<li class="li">Make sure there will be someone at your old house to give directions when the movers get there to pick up your belongings, and someone at the new house to do the same when they arrive to deliver them.</li>
<li class="li">Make a record of your electrical and water meter readings.</li>
<li class="li">Carefully read the bill of lading and inventory the mover presents before you sign it, and be careful not to lose any of this paperwork in the excitement of the move.</li>
</ul>
<h3><strong>Upon arrival…</strong></h3>
<ul class="ul">
<li class="li">On an interstate move, be prepared to pay the driver before anything is unloaded. This will likely need to be done with a certified check or traveler’s check.</li>
<li class="li">Supervise unloading and unpacking. Check your belongings carefully and note any damaged or missing items on the inventory paperwork.</li>

			<content:encoded><![CDATA[<p>Pre-Qualification and Pre-Approval for a mortgage are two different things, although people often  speak about them as if they were one and the same.</p>
<h2>Pre-Qualification</h2>
<p><em>Pre-Qualification</em> is a free, informal estimate of your borrowing power. It’s based on your credit rating, which we will obtain at no  cost to you, and the information you provide about your finances and situation.  It all takes only minutes!</p>
<p>Just talk to one of our mortgage specialists by telephone, <a href="mailto:james@trustprovidence.com">email</a>,  or in person, and he or she will give you a quick estimate of how much you can  likely borrow given your individual circumstances. Based on your credit rating  and the information that you’ve provided, a Pre-Qualification letter can be  sent to your real estate agent.</p>
<h2>Pre-Approval</h2>
<p><em>Pre-Approval</em> makes you a power shopper! It’s a firm dollar  amount for which you qualify, made <em>after</em> your income, assets, and credit  have been favorably reviewed by the lender. Of course, it’s subject to a  satisfactory appraisal of the home you eventually choose, and assumes no change  in your employment or creditworthiness prior to closing.</p>
<p>There are many benefits to re-Approval, and there is no cost to apply for it.</p>

<li>Proof of income, which can be consecutive copies of your most recent pay stubs for the past month, or a copy of a signed offer that states your new salary. </li>
<li>Your Form W-2 for the last two years. Alternatively, if you are self-employed or receive commission income, you’ll need two consecutive year’s tax returns.</li>
<li>Your last two consecutive monthly bank statements, listing all your assets in checking, savings, mutual funds, brokerage, and retirement accounts. </li>
<li>Miscellaneous information, depending on your personal situation, such as copies of resident alien cards, visas, divorce decrees, etc. </li>
</ul>

			<content:encoded><![CDATA[<p>Underwriting  involves evaluating your credit history, debts, assets, and income along with  information about the value and condition of the house you wish to mortgage.  Basically, underwriters consider three things: Collateral,  Capacity, and Credit. </p>
<ul type="disc">
<li><strong>Collateral</strong> is the fair market value of the house you want to mortgage. It’s determined by an independent appraiser who considers the “going prices” of at least three similar houses in the area that have been sold in the last three months.</li>
<li><strong>Capacity</strong> is the ratio of your debts to income. Everything else being equal, the less you owe relative to your income, the more creditworthy you’re considered.</li>
<li><strong>Credit Rating</strong> is your history of paying debts on time, such as rent, car loans, mortgage payments, and especially credit cards.</li>

<p>On  your Closing Day, your mortgage is activated, the title to your new home is  transferred to you by recording a deed, and you are given the keys. Persons at  your Closing Day might include the seller, real estate agents, your mortgage  consultant, and perhaps one or two attorneys if you and/or the seller retain  one.</p>
<p>And  at the end of the day, the house will be yours!</p>
